PARAMETERS  FOR CATEGORIZATION OF SURVEYORS

 

 

The system of categorization of surveyors and loss assessors had the following components and the same is placed below for the information of all concerned as the process has been completed.

 

A Surveyors and Loss Assessors Committee was constituted under sub-regulation 11(2) of the Insurance Surveyors and Loss Assessors (Licencing, Professional Requirement and Code of Conduct) Regulations 2000 and this committee evolved the criteria of categorization which was considered by the Authority and approved for implementation.

 

Total seven departments were approved out of which each applicant was eligible for three departments based on qualification and experience and LOP department was considered only to be an additional department for those surveyors and loss assessors who had the qualification of CA/ICWA/AIII/FIII/ the relevant experience.

 

A SURVEYORS & LOSS ASSESSORS HAVE BEEN CATEGORIZED BASED ON THE FOLLOWING CRITERIA.

Three categories were finally considered for application i.e. A, B, C. 

 

‘A’ category was awarded to those who scored more than 60 marks.

‘B’ category was awarded to those who scored between 40-60 marks.

‘C’ category was awarded to those who scored between 15-40 marks.

 

Accordingly, categorization letters were issued to all the applicant surveyors and they were asked to furnish their options for any three departments which they wished to be allotted for carrying out survey jobs.

 

In response to the above the Authority has received options from many surveyors and where options have not been furnished the Authority has decided to allot three departments where they have obtained the highest category based on their qualification and experience. Subsequently, all these surveyors will be issued the Identity Cards.

 

In respect of Surveyor Firms / Companies all the partners / directors were advised to furnish data for surveys carried out by them in their individual capacity for categorization on the lines as is in the case of individual surveyors.  It was decided that the category of a firm/company would be the  category of its partners / directors, and employee surveyor duly licensed and categorised  and they would be eligible to carry out surveys in the departments allotted to them.

 

All representations received have been reviewed and surveyors have been given relief wherever possible.  The surveyor who feel aggrieved with the outcome of categorization exercise have been given sufficient scope for their opportunity to be heard.

 

In respect of cases where surveyors were not satisfied with their       categorization, since they were already assessing losses of higher quantum by virtue of being on the regional office and head office panel of the public sector companies, they were advised to furnish necessary recommendation to this effect from General Manager (Technical) of any one of the public sector insurance companies along with supporting evidence.

 

Wherever surveyors still continue to feel aggrieved they have a course of appeal to be made to the Chairman, IRDA and after exercising all options the decision shall be conveyed within a stipulated time frame.

 

Subsequent up gradation of categorization will be taken up by the Authority after 01-04-2003 after the surveyors qualify in the specified examination to be conducted by an institution recognized by the IRDA in this behalf.

 

The aforesaid parameters are without prejudice to any order/direction of any Hon’ble Court.
